Service rule draws opposition in city housing plan

Baltimore tenants protest a proposed lease for city public housing that would require residents to perform community service to live there. Six low income buildings already mandate service under a state program, with residents like 74-year-old William Antkowik helping at the front desk and in the halls. Officials say the service cuts costs and builds a community, while tenant leaders fear possible eviction ties and a penalty vibe, prompting a review of the lease.
