Federal action criticized over Maryland desegregation efforts
Gerry argues federal complaints target Maryland for failing to attract white students to black schools and for desegregation in the Baltimore area. He cites rising black enrollment in black institutions, uneven library resources, and the Morgan State program being weakened by a University of Maryland urban affairs center. Lee says the issue may go to court as to federal authority over college programs.

Maryland students lag national averages in grades seven and nine
In Linthicum Maryland the state Department of Education reports that while third and fifth graders stay near national norms, seventh and ninth graders score below national averages on standard tests. James A Sensenbaugh says 280000 students were tested this year for the accountability report. It is too early to tell if results are random fluctuations or actual decline. Scores must be tracked for at least four years to establish a trend.
