McNutt Proposes Shifting NYA to War Manpower
Washington reports Paul V. McNutt proposed transferring the National Youth Administration training functions from the Federal Security Administration to the War Manpower Commission. He would absorb NYA programs into the Manpower Commission and relax age restrictions to 16 to 24 for broader work and schooling support. Aubrey Williams would remain as NYA administrator. The plan seeks congressional approval and a reallocation of NYA funds to the new agency. The NYA was established in 1935 within the WPA and later placed under the Security Administration. The current NYA appropriation stands at 60 million dollars for the year ending June 30.
