Frederick Mayor Jim Grimes announced a 1.584 million surplus from the city audit. He proposed restoring funds to the Capital Improvement Program and left open the possibility of a future tax reduction barring emergencies. The surplus arose despite a 5 cent property tax rate increase planned earlier to cover needs.
Frederick officials heard a proposal Wednesday for 160 acres of commercial development on Hood College's Bowman Farm. WEST GROUP, a private developer, seeks to annex the farm within 10 years and fast track the annexation to boost the city tax base and attract business. John T. Kenney, WEST GROUP’s managing general partner, said the plan would position them to meet market demands. Continued on Page A-13.
