Developers seek city to collect street fees in land dispute

Plaintiffs say the measure is vague and could force taxation on motel guests, church members, townhome owners, delivery drivers, and emergency vehicles. The city opposes declaratory relief, while defense lawyers argue the ordinance is overbroad and may impose charges on adjoining property owners or even the general public. The hearing focused on expanding the suit to all users and whether the city may be obliged to levy assessments.
