Turnout huge as residents weigh proposed county taxes
A Saturday three hour meeting at Winchester Hall drew around 150 people. Sen. John Derr said the turnout was among the highest in memory as residents debated two proposed laws giving county commissioners power to levy taxes. One would create a 1 percent real estate transfer tax on home purchases, costing first time buyers about 1370 on a 127000 home. Realtors oppose it citing higher closing costs, while builders argue a transfer tax is more equitable and targets those moving into existing homes to fund schools and services. Continued on Page A-4.

Drug testing welfare applicants faces tough logistics
Baltimore officials oppose a Maryland plan to require welfare applicants who test positive for drugs to enter treatment or lose benefits. They cite only 5,700 treatment slots in the state and long wait lists, arguing the program cannot be implemented effectively and could make Maryland the first state to mandate such testing.
