Clinton signs GATT accord in sweeping trade pact

President Clinton signed implementing legislation authorizing U S entry into the 123 nation GATT accord creating a powerful World Trade Organization to curb tariffs by 38 percent and expand markets. The signing in the Organization of American States was attended by key officials and leaders including Tom Foley and Bob Dole. The pact aims to extend GATT rules to new areas like farm subsidies and services while facing opposition over sovereignty concerns and potential wage impacts. The agreement goes into effect January 1 as roughly 40 nations have approved, with more expected this year.

Bridge mural misses schedule as artist seeks funds

Frederick artist William Cochran told aldermen the South Carroll Street Bridge mural is months behind the October 1995 deadline. He blamed waterproofing, detailed painting, and slow fundraising, pledging to finish on time with city support and more private dollars.

Frederick Police Chief Main honored with training center dedication

Former Frederick Chief Charles V Main was named 1994 Community Philanthropist of the Year by the Community Foundation of Frederick County. A Linganore Road Police Training Facility bearing his name features a classroom, firing range, and training tower. About 125 attendees heard Mayor Grimes and Chief Raffensberger praise Main for modern policing, community ties, and an endowment for the department.

Home turnover in county pretty good

Frederick County residents are on the move according to a Commerce Department study. More than 19 percent moved in the 15 months before the 1990 census, with renters as the largest group among recent movers. The report notes typical renter patterns and rising housing units, predicting growth to 74,100 by 2000 and 104,700 by 2020.

Hillcrest Students Start Pond Makeover For Aquatic Life

Third graders at Hillcrest Elementary spent the morning sampling water and surveying a park pond at McCain Drive and David Lane. They found ducks, insects and litter including bags bottles and a tire while planning a two year project funded by a state aquatic resources grant.

Hood College Receives 1.3 Million Gift From Hodson Trust

Hood College was awarded 1.3 million dollars on Wednesday by the Hodson Trust, part of a more than 17 million dollar relationship since 1936. The grant funds the Beneficial Hodson Fund for Academic Excellence with 689,045 dollars for scholarships to about 120 top students and adds 357,233 dollars to the trust's scholarship endowment. The donation also includes 59,291 dollars for Hood’s Beneficial Hodson Minority Scholarship program established last year and supports the trust’s four-college giving this year.
