Rockville Banker Named Racing Commission Head
J Newton Brewer Jr, Montgomery County investment banker, named chairman of the Maryland Racing Commission by Gov Tawes. He vows careful administration and to safeguard public confidence, denying any private interest in horse racing. Brewer succeeds R Bruce Livie, whose resignation followed an attorney general probe into his directorship of a construction firm linked to tracks. Livian Finan find no direct law violation, but spirit violation. Brewer will serve the remainder of Livie’s term, and he lists extensive public service and business roles, including positions in Montgomery County and Washington firms.

Sen Edward Hall called it a conflict of interest for lawmakers to receive such fees and urged a review of lawyer selection and costs. He cited a list showing 18 public officials collected 21542 dollars. Hall urged clarification in the 1966 session and said contracts should be awarded by sealed bids through the Department of Budget and Procurement.
