Emmitsburg Gets CD Pumps to Ease Water Crisis

Emmitsburg will receive two Civil Defense pumps capable of 1500 gallons per minute on loan to relieve a seven month drought related shortage. Officials mum on tax reforms in Frederick Frederick County and city officials hedge on Cooper Report recommendations

Frederick County and Frederick city officials expressed no official stance on the Cooper Report on state and county finances. Some officials privately support revising taxation to ease the property tax burden, urging study and detail. others warn reforms need amplification. The report proposed a graduated income tax, elimination of the property tax, a county distributed sales tax, business tax changes, and an equalizing grant based on effort and ability. Critics say the equalizing formula is vague and may leave cities dependent on counties. The Hughes Commission reviewed Cooper and other ideas, opposing local income tax authority and trimming a proposed beer tax hike. it also advanced data gathering, exemptions for research machinery, a shares tax on banks, and sewer and water costs in the tax base.
