Changes at Frederick jail as inmate treated as resident
A 64 year old man told Sheriff Richard Baumgartner during a jail tour that he has lived in Frederick County Jail for 10 years after his sentence ended. He says no one cares for him so he is allowed to eat and sleep in the jail. Reports describe overcrowded cells, bathe and grooming denials, filthy blankets and mattresses, and lack of TV. Inmate complaints include no shower knobs, toothbrushes, soap, and insufficient staff. The jail cook cites an inadequate food budget and need for help.
