Mountain Manor proposes a 30 bed joint adult youth rehab center near Emmitsburg with half beds for youths and half for adults. The Western Maryland Health Systems Agency questions whether nearby youths can fill 15 beds, while Mountain Manor says beds will fill from close commuters. The plan costs $690,000 and aims to serve those with multiple drug abuses, with 10 percent uninsured. The proposal awaits final state approval after the agency's endorsement.
