Former Frederick City detective Robert Servacek claims the State's Attorney's Office is not vigorously pursuing charges against the man he believes killed Tracey Kirkpatrick. He cites grand jury delays and lack of prep by prosecutors, while State's Attorney Scott Rolle says there isn't enough evidence to convict yet. Kirkpatrick, 17, was stabbed March 15, 1999, at Aileen's Ladies Sportswear in Westridge Square, Frederick.
