West ern Maryland Weather Review Holiday Week
Mostly fair and warm weather dominated last week as a Canadian air mass delivered clear skies and crisp nights. Daytime temperatures stayed in the 70s and 80s with nights in the 40s and 50s, while Tropical Storm Dennis threatened midweek before veering seaward. A Gulf of Mexico storm Friday sparked cloudiness but rain stayed south, leaving Sunday sunny with upper 70s to low 80s highs. Rainfall was scarce, with only isolated quarter to half inch totals in parts of Carroll Montgomery and Frederick. The week was the driest since May and the coolest since June, with several mornings very cool. A summary rainfall chart for Aug 15–21 follows.

State lawmakers face blood of budget cuts at home
In a Viewpoint by Julian Bond, state legislators from both parties worry Reagan era federal cuts will squeeze state budgets. With 27 states under 3 percent general fund reserves and many facing deficits, lawmakers fear tax increases and layoffs to cover reduced federal aid. The prospect spurs concerns voters will demand cuts in Albany and Sacramento despite keeping education and health programs.

Reader's Digest stamp error costs $100,000 in sweepstakes
Pleasantville AP reports confusion over postal rates costs Reader's Digest about 100000 dollars as stamps included with sweepstakes entries cost more than required. An official says the figure will grow unless first class postage is raised after Postal Service request rejected by the Rate Commission. Sweepstakes offer 275 dollars in prizes and top prize of 70000, continuing to September. In Phoenix Arizona two lottery tickets bought at Sgt Pepper's Bar win $10000 to a customer and bar owner notes prior top prize was only 50 dollars.
