Integration Rules Fixed for Allegany County Schools
The Cumberland county school board announced a plan for the 1955-56 school year allowing Negro pupils to attend their chosen schools within limits. Where possible, students from Carver Cumberland and Lincoln Frostburg may choose to stay or transfer to nearby white schools. Superintendent Ralph R. Webster cited a survey showing most families prefer attendance near home. There are 272 Negro school-age children in the county. In Cumberland, Negro students may enter fifth and sixth grades at West Side and Columbia Street elementary schools, but cannot transfer to Gephart due to overcrowding. Columbia, Gephart and West Side are former white schools in areas with sizable Negro populations. Negro pupils may enroll in 1st, 2nd, and 12th grades at Fort Hill and Allegany Hugh Schools, but not in 7th, 8th, and 9th due to overcrowding. Other Cumberland schools and all Frostburg schools are open to Negro enrollment without restriction.
