President Clinton signs legislation easing health insurance access in a bipartisan move that ends coverage denial for pre existing conditions. The bill passed the Senate unanimously and the House with two dissenting votes as part of a week of high profile signings ahead of the Democratic National Convention.
Utah based Hawthorne University withdrew its request for a special exception to build on 10.6 acres at 5519 Old National Pike citing traffic and access problems. Chancellor Dr Alfred Munzert says the university will continue scouting other Frederick County sites while remaining interested.
Maryland Wing of the Confederate Air Force members Ray Rees and Timothy Jones spend Tuesday building a fence around Frederick Municipal Airport. When asked how many miles have been erected they reply with “a lot.”
Frederick officials and the Mass Transit Administration moved closer to a MARC commuter rail station in the city. The plan calls for an East Street downtown station and a second on Md. 355 near Monocacy Battlefield with design underway and potential opening mid 1999. CSX freight rights are being discussed, with construction slated for spring to summer 1997.
Frederick County officials express concern over rising juvenile crime and overcrowding at the corrections facility. Chief Barry Stanton and Lt. Robert Green report spikes to six juveniles, with calls for new juvenile facilities and stricter handling. State's Attorney Scott Rolle proposes harsher penalties and a separate jail for serious juvenile offenders, while Gov Glendening supports reform of juvenile services.
Brunswick Mayor Thomas Smith recalls harsh discipline in his youth after his mother hit him with a 2 by 4 and says today’s justice system is too soft on juveniles. He laments car theft and thefts moving toward violent crimes, while Thurmont Mayor Terrence Best warns he fears a rise in heinous juvenile offenses.
Futurist Marvin Cetron told Frederick County Public School administrators at Urbana High School that computers could become ubiquitous in public schools. Students may study at personal terminals while teachers act as monitors, with computer literacy becoming essential for success.
Democratic candidate Stephen Crawford says he is increasingly optimistic about upsetting incumbent Rep. Roscoe Bartlett. He cites endorsements from Casper Taylor and James Clark Jr. and a centrist message appealing to Western Maryland moderates. Crawford plans three district debates starting Sept. 10 in Hagerstown to press Bartlett on Medicare and link him to Newt Gingrich.
