Milwaukee August 18 Joseph A Padway AFL counsel said he drafted amendments to the Wagner Act to reduce NLRB power and transfer appellate review to an independent tribunal while leaving most administrative duties with the board The plan would force separations of craft units and require plant wide units be considered in cases The AFL will push to curb the boards authority with Green in Washington this weekend.
