Wilson Rail Plan Goes to 640 Men Eight-Hour Day
President Wilson outlined a plan to settle the railroad strike via a basic eight hour day with overtime pay and a commission to study other issues. About 640 New York chairmen were invited for conference. If rejected, public opinion or congressional action could force a settlement. The plan envisions a federal commission with power to summon witnesses and issue recommendations if no agreement is reached. A note mentions Java spiders with webs so strong a knife is needed to cut them.
