Food Stamp Reduction Predicted by Two Democrats
Washington AP report says Rep. Foley and Rep. Lowenstein forecast a sharp fall in food stamp participation within a year if House Agriculture Committee amendments become law. They argue current reach is only about one quarter of those in need and cite a 2.5 to 10 percent cost share, strict work and income rules, and national eligibility standards as key constraints.

Hopes Dim For East West Talks On Fewer Arms Troops
London based diplomatic sources say prospects for East West talks to curb arms and troops in Europe remain remote despite a Soviet West German nonaggression pact. NATO may not respond until December with talks likely at a European security conference. Austria and Finland push for talks while Western skepticism grows about a productive conference without thorough preparation. The pact is seen as a possible sign of genuine detente, with more potential moves between the Soviet Union and the United States or Berlin talks needed.
