Iraqi envoys head to Cairo as U S troops deploy near Kuwait

High level Iraqi envoys flew to Cairo for an emergency Arab summit on the Kuwait invasion. King Fahd called the action a horrific aggression. Thousands of U S troops moved into Saudi Arabia and took positions within seven miles of the Iraqi border.

County panel names Barrick chairman for charter home rule

Frederick County officials formed a nine member charter government panel to draft a county charter by July 30 1991. Judge Samuel Barrick was elected chairman and Gary Hughes vice chairman in unanimous votes. County attorney John Mathias described the task as an exciting challenge with information gathering drafting and promotion phases. University of Maryland experts may advise and fund the charter effort.

Mount Airy Man Vincent Starbuck Killed in High Speed Crash

A Mount Airy man, Vincent Seward Starbuck, 27, died at the scene on Boyer's Mill Road near Eaglehead Drive after his southbound car left the road at about 2 a.m. police say speed was a factor. Deputy First Class Jeff Bartlett led the investigation, with Detective Tom Henry as reconstructionist. It is Frederick County’s 2024 hard traffic fatality, totaling 24 statewide.

Frederick imposes 15 day moratorium on sewer taps

The Frederick City Board of Aldermen ordered a 15 day halt on all building permits requiring water and sewer taps due to the sewage plant exceeding the 7 million gallons per day limit set by the Maryland Department of the Environment. A public hearing is scheduled for Wednesday, Aug. 22 to decide whether to retain lift or modify the measure. Alderman Jon Kreissig noted the plant is discharging about 7.2 million gallons daily.

Grossnickle ends bid after 12 years as county commissioner

Fredericks County Commissioner Richard Grossnickle, 54, dairy farmer from Libertytown, says three terms are enough and he did not enter the 1990 race. He cites term limits on most boards, pressure on incumbents, and a shift to new perspectives as reasons to step aside. Frederick County Fines Out-of-County Hauler

Frederick County Commissioners fined Facom TR wegas Disposal Inc. $1,000 for hauling out-of-county trash to the landfill instead of suspending service. LCCC owner Calvin Fitz and driver Rodney Simpson disputed dumping, with county attorney John Mathias noting the load appeared to originate outside the county and questioning credibility of the driver’s account.

Union Bridge man dies in Md. 75 crash

Michael Louis Myers, 31, of 11330 Clemsonville Road, Union Bridge, was killed during a southbound Md. 75 single vehicle crash just north of the Frederick County line. State police report the speed was a factor as his pickup left the road, struck a storm drain and guardrail, then rolled over in a field. Trooper Richard Wolfe led the investigation.
