Hughes rules out windfalls in 1988 Maryland budget
Maryland Governor Harry Hughes said federal tax reform windfalls would not be added to the 1988 budget. He noted state income tax would rise on higher federal returns, potentially shoring up $200 million unless taxes are adjusted. The governor defended education funding and outlined drug enforcement and relief efforts as part of his agenda. He cited precedent for “uncoupling” from federal forms and commented on IRA distributions and S&L deposit issues. He praised hay donations from Pennsylvania and Garrett County farmers aiding Maryland.
