Kuwait City endures gunfire as Iraqi troops drive toward oil fields near the border. President Bush labels the attack naked aggression while major powers move to pressure Iraq. The USS Independence sails with U.S. warships to the Persian Gulf amid curfews and sealed ports.
Patrick Center now complies with Maryland Handicapped access rules after two years and six thousand dollars for an automatic door opener system. City official Paul Gerlach said the building finally meets the state code, ending a two year case under a former policy. Stephen Ross of ARRO Properties noted the installation of two entrance doors with sensors to ensure safe automatic operation.
U S officials say at least eight Americans are missing after Iraqi forces invaded a Kuwait oil field. Santa Fe Drilling workers are among the missing, with families confirming relatives employed there. State Department and White House leaders say not all missing are confirmed Americans. many in Kuwait advised to stay indoors amid the war.
Frederick County officials said a special election next year to adopt a charter home rule government would run about 40000. A nine member charter board was appointed and may seek a charter vote in a countywide election. If needed the decision could occur in a special or regular election, with no December 1991 regular vote. Potential board member elections could occur during this year’s general election but petitions have not been picked up.
The Frederick City Historic District Commission discussed a conceptual plan for a five level public parking garage with about 520 spaces. The projected site would sit between East Patrick Street and Carroll Creek, with a 55 foot height raising concerns among members about the block’s silhouette. Some suggested lowering height by placing the first floor underground.
The Frederick News-Post reports that 45 year old Charles E Heffner Jr was fatally shot by a city police officer on North Bentz Street after allegedly aiming a gun at the officer Witnesses say he told officers to shoot and claimed he had nothing to live for His daughter Tina Heffner described him as loving kind and giving noting he had been very low in spirits hours earlier in the day before his death
