Pope Paul I Names Mount St. Mary's Librarian Monsignor
The Rev. Hugh J. Phillips of Mount St. Mary's College Emmitsburg is named a domestic prelate with the rank of Right Rev. Monsignor by Pope Paul VI. Cardinal Lawrence Shehan announced the honor praising Phillips for his 30 years of service, leadership at Mount St. Mary's and role as librarian and chaplain.

Shrine Opens to Public in 1958 Renewal
It remained a rustic private shrine until 1958 when Father Phillips renovated a mountain area and opened the shrine to the public at the suggestion of Amleto Cardinal Cigognani, then apostolic delegate to the United States. Cardinal Cigognani would later become Secretary of State to Pope Paul VI. Father Phillips is active in ecclesiastical circles and writes for scholarly journals.

Frederick Firm Is Low Bidder For Walkersville Water Project
A Frederick contracting firm, Dependable Construction Company, offered the low bid of 51 900 for the Walkersville water project containing two filtration plants. Five bids were submitted for the 165 000 project. Plants will be built on the Walkersville watershed and along Pennsylvania Avenue. Construction is expected to take four to five months. An engineer from Whitman and Reynardt will review the five bids in Baltimore and advise.
