Adoption crisis as budget cuts threaten foster-to-adopt pace
Social Services workers warn a 25 percent budget cut endangers permanent placements for hard-to-place children. With two-year-old laws promoting adoption, staff say reduced funding hampers casework, delaying foster care exit and leaving 80 Frederick families awaiting matches and 17 hard-to-place children. Local parents urge protection of services to prevent more children from remaining in foster care.
