Mother Afraid to Intervene in Abuse Case
The mother of Rita Fisher, a 9 year old who died bound and gagged, says she feared intervening as the older daughter's boyfriend abused the child. Mary Utley, Rose Fisher, 21, and Frank Scarpola Jr., 22, face first degree murder charges. Rita and her sister reportedly starved and confined for a week. Rita died after hands and feet were tied with shoelace and gagged with tape during bathroom requests. The family had prior social service contact amid disputed claims of coercive control by Scarpola.
