Judge bars Linganore work in ex parte ruling
Frederick County Circuit Court Judge Herbert L. Rollins granted an ex parte injunction against Frank Ellis and Singanore Development Group prohibiting any building activity on Lake Linganore lots for 10 days or until May 1. The order requires written consent for surveys grading trees water or sewer work and restricts access to association roads. further relief was denied. The suit by Lake Linganore Association alleges improper repaving a 1.4 mile drive and unauthorized utility work on association property. If no compromise is reached, a hearing on an indefinite preliminary injunction may be scheduled.
