Public Defender cites youth representation dispute in juvenile court
Rockville attorney J Theodore Wieseman threatens to file a complaint against Juvenile Court Judge Douglas H Moore alleging a youth was not represented by counsel. Moore denies the claim stating the youth had an attorney and hearings. Wieseman says one youth at Noyes Center lacked counsel for nine months and intends to pursue a complaint with the Commission on Judicial Disabilities. He notes probation was restored earlier this month and says the criminal justice commission will review the matter. He had spoken with Moore previously and remains unsure what else to discuss.

Lawyer wins injunction blocking inquiry into conduct
ANNAPOLIS AP A Maryland lawyer Leonard J. Kerpelman won a temporary injunction halting an inquiry by the Attorney Grievance Commission. Circuit Judge Bruce C. Williams ordered the panel to specify which disciplinary rules Kerpelman may have violated before any proceedings continue. Kerpelman, 62, who practiced from his Mount Washington home, has faced suspensions for alleged fee gouging and advising a client to violate a court order and is appealing a contempt ruling. He had filed a $2 million suit claiming harassment by the commission staff. The injunction paused a Monday panel hearing that could have recommended suspension or disbarment, pending a ruling on the specific rules implicated.
