Accusations Fly After Vienna Clash
The United States and Russia accused each other of provocative actions in a clash on the streets of the American zone in Vienna. Russian officers in civilian clothes tried to arrest a displaced person, and American police wrested a woman identified as Elsa Pfeffer, a German, from Russians. The Russians labeled her a Russian subject named Vlasenko who fled the Soviets after alleged crimes. The incident tested a four power accord forbidding arrests by one occupying power in a city zone.
