State income tax cut won't bring quick cash for 1998

After filing 1997 returns, taxpayers should not expect immediate refunds from the 1998 5 percent income tax cut signed by Gov. Parris Glendening. Withholding changes can’t be midstream, so the larger 5 percent cut applies starting July 1 retroactive to Jan. 1, 1998, and will be reflected when filing 1998 returns in 1999.

Woman charged in shooting death

UTICA A 31 year old woman was charged with second degree murder after her former live in boyfriend was fatally shot in her home. A court order prohibiting contact had been in place and she reported violations to authorities twice in the five days before the shooting. Joelle Walters Terry 10956 Old Frederick Road was charged by Detective Keith Bowerman and jailed in 500000 bail. Douglas James Jett 31 died from a single gunshot wound to the chest at Frederick Memorial Hospital. Terry called 911 to report the shooting at 1 24 a m and admitted shooting Jett as he entered the residence. A .38 caliber handgun was found inside the front door area. Continued on Page A-11.
