A 31 year old man died in a domestic related shooting at a rural Utica farmette on Old Frederick Road. The woman's in custody for questioning while detectives pursue the homicide probe. Names withheld until next of kin is notified. no charges filed yet.
Frederick County fire departments lack monitored fire alert systems and require upgrades. Seven of 27 stations were reviewed by Selective Insurance with all failing to meet standards. Monitored alarms linked to an alarm company are urged, while Independent Hose Co. debates broader detector coverage and a requested $18 000 for a monitored system.
Frederick County considers a fitness for duty test for career firefighters and rescue personnel. The test would measure strength flexibility and endurance with lifting climbing and rope pulling after a medical exam. If unable to pass within one year in cases of medical disqualification staff may be separated from employment per policy.

Governor Parris Glendening signed 107 bills including 19 from the Frederick County delegation and three tax cut measures. John Derr led eight of his 14 bills to the desk, with outcomes ranging from added anesthesia coverage to corpse transport funding and brewpub sales at festivals. Senate inaction blocked a right to work measure and parole abolition. Fredrick County Sen. Timothy Ferguson saw one bill pass, increasing first degree rape and child kidnapping penalties to life without parole.
Frederick city officials warn they will move trash collection and disposal elsewhere unless Frederick County reduces landfill dumping fees from 45 to 35 dollars per ton. At budget hearings, the sanitation division projects 1999 costs to rise to 2.9 million, an 18 percent increase. County leaders propose no more than a 2 dollar cut to 43 per ton, claiming a 30,000 annual impact. Mayor Jim Grimes accuses the county of ignoring Frederick residents, urging exploration of outside options.
Frederick County Commissioners sue the county zoning appeals board to overturn a ruling that would allow more lots on developer J Tyler Quyns 1066 acre parcel. The board sided with the developer and reversed zoning administrator Michael Thompsons finding that the land is a single parcel based on deeds and a Lewistown 1815 plan.
