Funding approved for Clarksburg jail design
Montgomery County council member Gail Ewing cast the swing vote to approve 1.76 million for jail design in Clarksburg, despite state funding cuts to 2.3 million for fiscal 1998. The move keeps the project on the master plan but leaves unresolved the downtown Rockville site and a separate 8.5 million request to accelerate Site 30.

APFOs Considered for Frederick County Development Fees
The plan adds two APFO checks in development, with a recording fee on new lots and APFO tests at both lot recording and building permit stages. Existing projects face grandfathering, and Thurmont remains the only local jurisdiction with an APFO, applying only sewer and water fees.
