Farm nutrient plans debated as Maryland eyes state aid rules
About 18 percent of Maryland farmers have nutrient management plans amid a push for mandatory plans for those receiving state cost sharing funds. The three state bay cleanup effort targets a 40 percent nutrient reduction by 2000, with Pennsylvania already mandating certified plans for fund recipients. Critics warn Maryland farms’ larger scale could handle waste without mandating plans, while supporters argue the measure is crucial and affordable.

Peace seen for Mideast by lecturer at Beth Sholom
Dr. Robert Freedman, a political science professor and adviser to the State Department, says after 45 years of conflict the Mideast is headed for peace though shape remains unclear. He notes July elections for a self-governing Palestinian council on the West Bank and Gaza, with Yasser Arafat and the PLO gaining influence and a police force loyal to him. He argues Arafat may not threaten Israel if arms remain limited, but warns of opposition from Israelis and Palestinians and cites recent deadly attacks as sabotage of the process.
