Schaefer to decide policy bill
ANNAPOLIS The State Board of Education would face legislative oversight before any sweeping policy changes, a bill championed by Sen. Charles Smelser, though Gov. William Donald Schaefer may resist a measure that limits executive power. The House passed Smelser's bill restricting the board from mandating new unfunded programs.
