Carroll farmer proposes zero tax base to save farmland
A Mount Airy area farmer urged Carroll County to adopt a zero tax base on preserved farmland at a public meeting. The plan would tax homes and farm buildings, allow limited residential lots, and avoid state easement purchases. Critics warned it could cut farm value and equity, while planners weighed the idea as an alternative to unregulated housing growth amid public hearings set for April.
