Setback for Civil Rights in Congress Delayed Vote
In Washington April 82 civil rights legislation faced a setback as the House Rules Committee adjourned without action on bringing the bill to a vote. Rep Bolling sought a vote before recess but the panel postponed until after Easter. Senate delays persisted with a lack of quorum delaying the Judiciary Committee. The House Judiciary Committee had approved a bill modeled on Eisenhower proposals targeting alleged violations of Negro civil rights, including voting rights in the South, with the attorney general able to seek injunctions in federal court and no jury trial for contempt. Senator Ervin predicted passage in the Senate in this form.
