Alternative Sentencing Program underutilized in county
The Frederick County Alternative Sentencing Program known as 44P is not reaching potential says coordinator Donna Tisdale. Since its 1982 inception the program has diverted unpaid community labor from courts to first time offenders, with 182 offenders in 1983 contributing $28,272 in value and current year total labor valued at $11,785 for Frederick County and $14,565 for other groups. Delays are common as most work sites run only weekdays. Tisdale cites weekend supervision as a solution to place 5 to 10 workers for road, park, and stream cleanup.
