The Maryland General Assembly approved two farmland preservation bills to reform land valuation for easements and boost county flexibility and funding. Brunswick seeks 900000 grant for utility upgrades
Brunswick officials decided to pursue a 900000 grant instead of a loan for infiltration and inflow system work. Town administrator Leona Sauser says debt would burden users, with project costs pegged at 23 million and phased improvements planned. Mayor Fauntleroy notes the inflow problem is serious, citing rainfall spikes that overwhelmed the plant, handling 942000 gallons versus 350000 on a dry day.

AIDS vaccine offers hope from Johns Hopkins conference
Johns Hopkins experts at the Acquired Immune Deficiency Syndrome conference voiced optimism that a vaccine could be several years away. Animal and human studies show promise in preventing infection and extending life for those with AIDS. Trials include macaques given an SIV vaccine and uninfected humans exposed to HIV coating to stimulate antibodies. Some USC patients improved after Salk vaccine, but experts caution the vaccine is not a cure and real reduction in infection requires behavioral changes.

Plan Offered to Restart Cumberland Tire Plant
Allegany County officials presented Gov. Schaefer with a revised plan to restart the vacant tire factory in Cumberland. The county would buy the plant for about 1.5 million dollars and let the tire company use the space free, gaining access to other buildings on the 4 acre site. County Commission president Arthur T. Bond said the facility could serve public needs, housing road department operations and office space for state and federal agencies.
