Sec 59 outlines direct primary for City of Frederick elections starting 1973. Any party with at least five percent of last general election votes may trigger a primary by notice ten days before the general election. Primaries occur on the second Tuesday after the first Monday in September in years with a regular city election. Any qualified voter in Frederick and in participating parties may vote.
