Plight of Wartime Employers By Peter Edson
A Wartime employer faces multiple federal offices and rules. Wage and hour issues fall under the Wage and Hour and Public Contracts Division, with NLRB handling union contracts. If disputes arise, the U S Conciliation Service, War Labor Board, War Manpower Commission, and other agencies may intervene, shaping hiring, payroll taxes, unemployment, and labor protection. The fragmented system prompts calls for reorganizing the Department of Labor to centralize authority.
