Paris October 4. A planned demonstration by M Pressence was blocked by Salle Wagram’s closure. Police arrest Pressence Vaughn editor of Aurore and Deputy Merv amid cries of Vive revision and Vive armee. Disorder spreads near Libre Parole offices with minor injuries and arrests. ongoing fear of renewed upheaval. Le Matin notes French cruiser Dubordien ready to ferry Dreyfus away from Salut islands.
Madrid reports the cabinet plans to authorize General Rios to implement reforms in the Visayas and to concentrate forces at Mindanao with only 450 troops currently in the Visayas. It protests Washington's refusal to allow Spanish troop movements and states reinforcements and artillery batteries will depart within 24 hours. A Russian note notes a 26 year old age threshold.

The Athenian will sail first from Vancouver to Seattle and Portland to load grain for Russia.
In a Washington interview Hanna states Spain will relinquish sovereignty over Luzon and the entire Philippine archipelago. He expects the United States to govern during a transition, possibly under a temporary protectorate, with eventual fate decided by Congress. He argues insurgents ally later and that U.S. must deliver safe, civilized rule.

Thirty men on the night shift at the Morning mine No 4 tun nel near Wallace Idaho escaped death after 850 pounds of dynamite exploded early this morning. Initial reports spoke of eight dead and wounded, but later it was found no one was killed or seriously hurt, a horse being the only casualty. Several workers were stunned or overcome by smoke and gas, while Captain Woods burned his face when he fell onto a candle. The cause remains unknown.
Reported in Fort Worth details a brutal murder at Porter's Creek where Otto Harmes was killed by his wife and nephew Julius Harmes. They allegedly lured him with an ax blow and set fire, later repeating to ensure death and burying the remains. Both suspects were arrested.

British commissioners Sir John Brampton Sir James Erskine and Lord Westmeath finished their Newfoundland inquiry into French treaty operations on the northwest coast. They will next probe lobster and herring fishery tensions at Bonne Bay amid extreme distress among northeast coast fishermen due to fishery failures.
In Seattle Maywood siding on the Northern Pacific a rear end collision between an extra freight and a work train occurred. Engineer Beaumont of the freight train was killed. In New York a Montevideo dispute report states the US minister offered protection to Uruguay to maintain neutrality in a Chile-Argentina war.
