Washington reports the Schley court of inquiry will hear only statements of fact and will not permit opinion or expert testimony. The ruling limits proceedings, aims to shorten the inquiry, and excludes sensational disclosures while focusing on verified official records and testimony from Major Wood and other officers.
The Independent Democrats of Brooklyn named Ward M. Grout, Brooklyn Borough President, as their Controller candidate on a fusion ticket. The decision was presented by J Ogden, with Grout described as a strong Brooklyn Democrat and reformer, despite prior election under regular party lines.
City party leaders debated fusion strategy as regular Democrats weighed Coler for president of the Board of Alder men while 18-member committee courted an independent Democrat for mayor. O'Brien left abruptly after insisting he had no candidate, later saying he was disgusted with Citizens Union leadership. Grout was backed for Controller, with Woodruff noting the conference supported Low by Republicans.
The anti-Tammany coalition in Greater New York approves a declaration of principles for the upcoming mayoral race. It calls for a nonpartisan, businesslike administration, broad personal liberty within law, equal enforcement of laws for capital and labor, elimination of police blackmail and Tammany corruption, and steady municipal improvements serving the greatest good.
Brooklyn Republicans and Democrats alike were stunned by the anti Tam many conference naming Edward M Grout as controller candidate. Brooklyn Democracy leaders at the Ar buckle Building voiced surprise and questioned Grout’s nomination while others doubted party approval and consultation.

Jacob A Cantor is touted for Manhattan Borough President. parties expect input from Bar Association and Republicans aim for Justice Blanchard.
Henry Winthrop Gray sixty two of the Hotel Manhattan collapsed unconscious on Thirty sixth Street and Fifth Avenue. Police called Bellevue Hospital where Dr Hall diagnosed possible uremic convulsions. He regained some awareness, requested his son William P Gray, and was taken home by cab. Gray, NYU graduate, formerly Park Commissioner and Fire Commissioner, had recent political activity as Special Commissioner of Jurors before being legislated out of office. He belonged to several clubs including Whist Metropolitan Union Psi Upsilon and Century.
Roosevelt holds first Cabinet session at the White House dictating letters and reviewing department reports. He expects written briefs for next meeting as he prepares to address Congress while Cuba talks with General Wood and Secretary Root proceed.
Washington dispatch reports Secretary Long, asked if he would retire if McKinley had lived, replying there is nothing in it. He says President Roosevelt asked all to stay and he accepted without qualification, citing personal and general conditions.
Albany reports banks will contest the new law taxing savings banks. The Controller and Attorney General clash over whether accrued interest not yet due counts as surplus for tax. Estimated annual revenue would be 790000, reduced by 125000 if courts side with banks. By Sept 1 only 65 of 128 banks paid 60664 in tax.

Joseph N. Goldbacher disclosed a minority report exists accusing Standard Rope and Twine Company, reorganized from United States Cordage, of diverting assets and selling mills to conceal profits. The majority report favored management, citing a profit shift after new selling policy and union interests. Directors allegedly used treasury shares to qualify, with proxies steering passage of the majority report over 63,000 shares. Vote at Elizabeth NJ meeting September 17 showed stockholders largely backing the minority report.
Secretary Root approved the final draft of the Philippine tariff and Governor Taft was informed. Hotel Hygeia closes season October 1. Hotel Chamberlin opens Fall and Winter season on the same date. Both hotels are owned by the Old Point Comfort Improvement Association at Fort Monroe, Va. Ad.
The Sehley court of the inquiry began witness examinations with Admiral Higginson first. Admiral Dewey called the court to order at 11 oclock as spectators observed minimal ceremony and Schley arrived with his counsel amid slight applause.
