The Austro-Hungarian government appeals for peace while Germany offers terms to Belgium. American officials pledge forceful action, and Britain views the Austrian note as a German ruse to avoid defeat. U.S. stance remains firm against any peace initiative.
Washington responded coolly to Austria Hungary’s peace proposal. Despite official signals, the State Department had not received formal notes. Secretary Lansing indicated the U S would not endorse the plan and urged clear assurances of victory before any negotiations. The administration viewed the move as an attempt to sway public opinion amid military setbacks.
The Austrian peace note calls for a formal, confidential conference with all belligerents to exchange views and explore prospects for peace negotiations. No armistice is proposed at this stage, and neutral states including the Pope have been informed of the appeal. Participants would be empowered to present full national positions, with no binding commitment.
London reports that Germany has made a peace offer to Belgium. Belgium would stay neutral to war’s end, regain independence after the conflict, resume prewar trade, help restore German colonies via Belgian good offices, and safeguard Flemish collaborators without penalties. No mention of reparations.
Cardinal Farley remains in serious condition after a month with pneumonia. Doctors report heart weakness developing in the last day, with at least one rally possible but prognosis still grave. Monsignor Carroll and a large church delegation are at his bedside as last rites were administered and prayers offered for the dying.
The second instalment of secret documents reveals Reichsbank finance to Bolshevik leaders Lenine Trotzky and their agents, notes by Edgar Sisson, and warnings of German plans to control Russia after the war while cutting off Allied access. Secretary of War Newton D. Baker returns from the battle front and asserts Pershing’s announcement confirms a brilliant victory. He says the army, allied with the French, has liberated occupied territory at St Mihiel, prompting joyous civil relief as refugees return home. Washington dispatch reports American troops supported by French units advanced across the front and captured 15,900 prisoners. More than 100 guns of various calibers, hundreds of machine guns and trench mortars were seized, along with large quantities of ammunition telegraph and railroad material as the enemy abandoned supplies. General Pershing stated the enemy was driven so hard they fled, leaving vast quantities behind.
