A rear wall section of three story brick tenement at 315 East 31st Street collapsed at 1 15 am after weakening from a neighboring excavation by the Phelps estate at 317 and 319 east 31st Street. Seven families escaped unharmed as a triangular breach opened on the second floor. Rescuers aided frightened tenants amid rumors of casualties. no injuries were reported.
