The Turkish government has not sent an exequatur for the Harpool based American Consul, a delay likely due to Turkish procrastination. Dr Norton, appointed consul at Harpood, has waited in Constantinople about three months. The piece also notes ongoing rapid rail service from New York to the West by the Pennsylvania Railroad.
Havana reports the convention stalls on formal rules while Santiago delegates wield decisive power to back Eduardo Tamayo. Secretary Root and General Wood faced rough seas near Cape Marusi. This morning his temperature was 101.3 and pulse 75 with condition and strength described as very satisfactory.
From St. Petersburg a rumor spread that Emperor Nicholas may have pectoral complications possibly affecting recovery. Inflammation of the lungs is noted as a common typhoid complication in Russia, but there is no official confirmation of the tumor.
In Burlington and Hartford connections, Norman Wesley Hayward and Ethel Virginia Robinson married in a Yerville police court after a late courthouse appearance. The union links prominent Vermont families and New York insurance circles, with witnesses Bessie Hawley and Willis Smith.
Paris dispatch reports President Kruger's journey from Marseilles to Paris drawing unprecedented French enthusiasm. Troops greeted him at Tarascon Avignon Valence Lyons Macon Dijon with anti English chants and martial displays. Leyds Fischer and Wessels praised Kruger's speech and foresaw Transvaal independence, even at war with Britain.
Paris reports a calm reception of Mr. Kruger with officials confident no anti-British demonstrations will occur. Prefect Lepine warns only complimentary cries will be tolerated, and arrests will follow unkind remarks. Kruger arrives at 10 34 am at Lyons station and will proceed to his hotel amid heavy crowds.

William J. Beckley, formerly a bookkeeper for N. W. Harris & Co. at 31 Nassau Street, died at Bellevue Hospital of typhoid fever. He had pleaded guilty to larceny and was held on $3,000 bail after being indicted for stealing 1 400 from the firm, a defalcation discovered by a routine account check. He was 32 and resided at 118th Street and West. The firm’s M. W. Halsey cited 1 400 stolen during his employment. Beckley had been arrested October 15. He was married six months.
Oberlin M. Carter ex captain of engineers, jailed at Leavenworth for alleged harbor contract fraud, publicly protests his innocence. He asserts a legal vindication is due, claims improper grounds for his conviction, and contends a full, public review is required. The hearing before Judges Amos Thayer and Hook lasts until arguments. decision expected in about a month.
Governor Roosevelt dismisses charges against Mayor Van Wyck of New York over ice stock. He states the so called Ice Trust is not a city contract bearing stock ownership, and removal by impeachment or voters is preferred in exceptional cases. Attorney-General report notes no proof justifying removal exists. World newspaper had pressed for action.
Brussels dispatch says Kruger, arriving at The Hasue, will request mediation and, if blocked, will publish all state documents on the war. He believes European exposure could sway opinion to soften Britain’s stance. failing mediation, he plans to return to the Transvaal.
J Fletcher Shera the Wall Street broker was rearraigned in the Centre Street Police Court on a warrant by General Daniel Sickles charging him with misappropriating 10000 in a stock deal. Bail set at 7500 for the Grand Jury and Baxter discharged. Sickles called Wall Street worse than the Tenderloin.
British steamer Barbadian reports heavy losses for Government forces amid fierce fighting Monday and Tuesday at Culebra with rebels holding rail line segments near Colon. Rebels also engaged near Panama as business shuts and terror grips Panama and Colon.
In Cork on November 23 the Corporation adjourned after a heated debate protesting the Lord Mayor's refusal to entertain a motion to confer the freedom of the city on Mr. Kruger. The adjournment resolution passed by a large majority.
The Hague reports Queen Wilhelmina telegraphed Mr. Krueger with joy upon learning he completed his voyage in good health.

The Dewey Arch tearing plan is paused after a request from the South Carolina Interstate and West Indian Exposition to move the arch to Charleston. Mayor Van Wyck supports the plan and the Municipal Council will vote at Monday’s meeting. The exposition would cover removal costs and return the arch next year.
