Britain to End Ransom Payments for Captured Subjects
The Finnish Foreign Office notes a policy shift that Britain will not pay ransoms for its citizens captured by brigands abroad. It argues taxpayers should not bear costs for personal risk takers and cites past ransom payments, losses, and even wars to secure kidnappers’ release. It claims banditry could drop if governments refuse to pay.

First Duchess of Dino Memoirs Stir Paris Review
The First Duchess of Dino memoirs, in La Revue de Paris, promise greater frankness than the Comtesse de Boigne. Therothea of Courland, Princess and later Duchess, was Talleyrand’s favored niece and mistress, with deep access to 18th century power circles and notable figures including Rochefort and the Duc de Biro. The text traces her lineage from Courland and connects to Russia, Catherine the Great, and the complex dynastic entanglements of the era.
