Secretary Baker announced plans to mobilize an army of 2,298,000 with 130,000 officers by July 1, requiring at least 13 billion dollars. Provost Marshal General reported 283,742 men called to join in May, with New York supplying 32,330. Baker asserted there is no limit and aims for victory.

Washington May 3 Five thousand officers in the War Departments Ordnance Bureau have applied for foreign service. High bureau officials cite this to refute charges that the ordnance corps supplied many staff officers with bomb proof jobs. Cases of reprimand for trying to use outside influence to obtain overseas service have been noted.
Allied forces push on in the Lys sector as German offensive stalls for a fourth day. French gains near Senecat Wood include Hill 82 and Avre border wood. British French action north of Luce yields high ground and prisoners. American troops not in these engagements though trenches nearby. Reports Ecuador: German morale dipping amid lull. British War Office notes fresh divisions in use and warns main German effort may shift south of the Somme. A massive bombardment of Lys region signals further northern offensive.
British HQ in France reports a tremendous crescendo of gunfire this morning, with the main surge in the Lys region.
