Albany April 30 George R Scrugham secretary of the international insurance committee was arrested at the Hotel Hampton on conspiracy charges under Penal Code section 168. He returned to New York by train after a brief Albany visit to file memos on proposed changes to the Insurance law and director elections in domestic mutual life firms. Arrests followed for Charles Stirrup and C F Carrington and for Jacob Frank amid allegations of tampering with ballots, forgery and misleading inspectors in the policyholders committee election at New York Life Building.
