Washington March 27 The government learned Germans were assembling in large numbers at Torreon Mexico and appeared to be preparing for military service. El Paso March 27 Carranza troops in Chihuahua and Juarez threatened mutiny for unpaid wages. General Francisco Murguia paid back salaries, funds said to be furnished by German agents in Mexico City.
