The company reportedly will drop its cooperative plan for a local union and the union will leave to the national War Labor Board the question of recognition of the Amalgamated Union. No car was operated today and terms are not yet definite pending local union consideration. Charlton Ogburn of the War Labor Board said the proposed basis has been accepted by both sides and will be ratified by the union tomorrow morning. The Washington War Labor Board session tomorrow will be attended by neither side due to the new developments.
