Russell May Be Justice Odell Weighs Russell as successor
William Hepburn Russell, chairman of the Greater New York executive committee, is seriously considered by Governor Odell to fill the Supreme Court vacancy caused by Justice Andrews's death. Russell, an independent Democrat, stands amid strong support from Citizens Union and Democratic factions, while ex-Surrogate Rastus S. Ransom loses endorsement. The move could realign fusion politics for 1903, with Republicans poised to gain if Russell fails.
