Ruling on Released Rates Aims for Uniform Rail Practice
The Interstate Commerce Commission declares released rates valid when shipper bears risk only for noncarrier causes, and void if the shipper bears all risk including carrier negligence. Valued liability must reflect real value, not arbitrary figures. Carriers may not misuse tariffs to dodge liability, and extra charges for non limited liability property are deemed unreasonable.
